Windows 10 has shutdown issues?

When I attempt to shut down my PC, I use the Windows method (Windows key, Power, Shut Down). But once the OS stops, my machine continues to run. In Windows 10 there doesn’t seem to be a way to prevent this behavior. Can you help me figure it out?

It depends on the device; some models stay on until manually turned off.

Have you attempted to reinstall Windows? I've noticed this problem with Windows 10 occasionally. Look for the suggested option in a discussion.
