Something that doesn't show up on windows task manager is using 12 GB. It happens no matter what programs I have open. After a few hours, It appears. Also task manager fails to list programs in order too. With just origin and bf1 open my system uses 12GB of ram. This world suffers from windows 10 currently. If only something bankrupting would happen to Microsoft.
The sole user can access 4GB while the entire system operates with 12GB. Your check at the bottom confirmed no incorrect programs were listed.
