It seems the system has been running for a long time and might be stuck. Depending on your hardware, a reset usually doesn’t take much time. If you restart and it starts Windows, run sfc /scannow in an elevated prompt (press Windows + X, then Command Prompt as Administrator). This checks your files for issues. Earlier this morning, after successfully setting up Windows 10, I performed a full reset. The process ran smoothly until it reached 99% completion. On my screen, the Windows 10 icon and spinning balls are displayed, showing it’s not stuck.

I faced a comparable issue, but mine reached 36%. I thought a hard reset followed by a fresh Windows 8.1 setup would fix it. After rebooting, the system ran smoothly and installed Windows 10 without issues.
