Consider using a different data cable or relocating it to another port on the MoBo.

I've already tested that. I switched to a different SATA cable, changed the power source, and even used the cables currently in use for the E drive—still nothing worked.

This seems to be confusing. As mentioned before, it helps to start in Linux, so you can determine whether the problem is with Windows or hardware.

You may try to clear all mounted volumes section (HKEY_LOCAL_MACHINE\SYSTEM\MountedDevices) in registry and let Windows recreate it during boot. Small chance but who knows. Also - check in device manager - maybe you have drive disabled.
