`restart /r /s /f:/dev/sdX` where `/r` reboots, `/s` applies to all partitions, and `/f:` forces a reboot with a new partition. Adjust the path to match your disk.

i don't agree with that. the boot process is managed by the bios, and while windows can communicate with it, creating a script for that would be quite advanced. you're suggesting something very close to the hardware level, which is beyond typical software control. windows won't allow this for security reasons, which is what i'm interpreting here.
