Hello everyone! I recently upgraded my PC to a Ryzen build Ryzen 7 2700X with GSKILL TRIDENT Z, ASUS ROG STRIX 2070TI, and ASUS ROG STRIX B450F. I installed fresh Windows 10 Pro but am facing a problem where the computer won’t shut down or sleep—it just restarts. It will begin shutting down but freezes on a black screen with the cursor still visible and stuck. I’ve turned off Fast Boot and Fast Startup, and updated Windows 10, yet the issue persists. I’m not sure what else to try and haven’t found much help online. Any advice would be greatly appreciated! This is becoming quite frustrating.

There’s no real need to stop updates unless you don’t have internet. It’s possible that the updates are keeping it running instead of causing a shutdown.

No, I'm not currently running either Feature Update 1903 or 1909.

If a restart works, attempt to turn off fast boot. This might resolve the issue.
