I recently assembled my initial computer but the time zone settings aren't correct, preventing changes. I need to reach out to the local administrator (that's me). Anyone have suggestions on how to resolve this? I'm currently using Windows 10 Pro.

Imagine what Windows 10 should appear as. If manual time adjustment isn't possible, why not let you set your timezone yourself?

Begin, then adjust settings, Time and Language. Disable automatic set time and timezone.

Check the relevant forum discussions for Windows 10 issues with timezone settings. Another approach is to upgrade to the most recent Windows 10 release.
