The icon is swapped with the program since it's active. To launch another, hold Shift and click it. If multiple instances exist, it will center on the active one. This method reflects how task bars function in Windows 7. For icons in Vista or earlier, right-click the taskbar, choose "Taskbars," navigate to "Toolbars," select "New toolbar," pick a folder, and add shortcuts there.
