I also see this. It might be the powerline adapters talking to each other, since they were active continuously when my PC was running 8.1. Don’t jump to conclusions. Check it yourself. Are the activity lights on the RJ45 port on the PC itself flashing? That would be a stronger indication of network activity from your PC than what the powerline adapters show.
Your device operates based on its current power state. When powered off, only the motherboard receives basic energy. During sleep mode since Windows 8, the network card remains in a low-power state, allowing quick reconnection when the system becomes active without needing a full restart. If Connected Standby is enabled, Windows periodically wakes up in a very low power condition to refresh web content such as live tiles and emails, similar to how a smartphone updates when closed but not completely turned off.
