I employ a powerline adapter for my internet connection, featuring three LEDs. One indicates power status, another shows internet activity, and the third signals when my PC is requesting information. When the PC is off, two LEDs illuminate. With Windows 10 installation, all three LEDs remain active continuously. Could Microsoft be collecting data? It's widely understood that if Microsoft truly intends this, they could roll out an update for Windows Vista, 7, 8, and 8.1 to achieve it.

Turning off your PC causes Windows 10 to enter a hibernation state, possibly explaining the issue. The link you shared discusses fast startup fixes for this problem.
