I acted right away. However, it still accessed my location data to display the weather, even though I disabled all location options in Windows 10.

It uses your IP address when your location seems incorrect. Microsoft already understands this by verifying connectivity through their servers. This behavior continues since the network status icon was added. The same applies to your Linux distribution—it relies on its own servers and hopes you don’t rely on third-party cloud services like Google, Amazon, or Microsoft. There’s no other method to confirm whether you’re actually online. You can block an IP address, but the OS will then indicate you’re offline, and many apps or games won’t perform their own checks, simply asking for status and assuming you’re not connected. As a result, functionality varies depending on whether each system performs its own verification.
