It appears to occur across all my devices when no sound has been played for a while. Once it starts, the audio fades in over roughly two seconds. This affects notifications, as they play too early before the sound even begins. Is this related to a specific setting or feature?

You can verify the settings by looking in the power options. Also, open Device Manager and uncheck the box that says "Allow Windows to shut down this device to save power." Let me know if you need further assistance. P.S. Limited details mean less guidance.
