There seems to be an issue with stretching your CS:GO 4:3 resolution to full screen, possibly linked to the NVIDIA driver.

Restart all your device drivers, then reinstall CS:GO and consider a fresh Windows 10 setup.

I'm confused about what you're asking. You seem to be trying to change the display settings, but it's not possible to stretch a 4:3 ratio to fill a full 1080p screen. If you just want to run in full screen without windowed mode, you can press ALT+Enter after launching the game. For different aspect ratios like 16:9 or 16:10, adjust them based on your screen and repeat the steps.

I believe Valve eliminated that choice a while back. You’re left with 4:3 with borders or using the original game’s version on your display.
