I changed to Windows 10 on my laptop and created a backup on a USB drive. The issue is whether I can run Windows 10 on that USB without any operating system installed.

You're welcome. However, you'll also require a valid, unused license key to enable it on the new device. Without it, activation won't occur.

However, obtaining a Windows 10 license would give you more flexibility, especially if you need to reinstall it on another device due to issues with your motherboard. That risk is low, but if you're looking to save money, purchasing a 7/8/8.1 license at discounted prices from places like G2A could be a viable option.
