I can open File Explorer, but when I try to use it, the Task Bar disappears. The only way to bring it back is by right-clicking in File Explorer and choosing Properties. So, why does the Task Bar act this way in File Explorer? TIA

It could be due to a corruption in your OS. Did this happen after an update for the OS took place? If yes, try and perform a system restore to a prior point when you didn't notice the issue.
Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

It was the $20k question, but. It seems I just needed a reboot with an update, since the issue is resolved.
