I placed an order for a Ryzen 2700X on Amazon for $200, and I'm curious whether it will offer improved frame rates compared to my current 1060 3G. My existing i5 3470 is still in use.

Your 3470 might have been slowing down your 1060, which could explain the issue. Your new CPU will likely cause the same bottleneck as the 1060, so performance will be similar. I don’t know exactly how much more it would improve. To eliminate the bottleneck with your 2700, you’ll need a significantly better graphics card.

I placed my order for the motherboard and RAM on the 18th, with the RAM being in stock version 2933.

It could actually be even worse, but only if you're running RAM that's at 2133 speed. With a Ryzen 2000, the raw speed of DDR4 sticks is the best you can achieve for FPS, but beyond around 2800 there isn't much improvement, and most motherboards won't support speeds above 3200 on this chipset. Since you mentioned having 2933, you should be fine as long as you're using dual-channel. For a 2700 processor, the best pairing would likely be an A or 2060S or RX 5700—though nothing too extreme, you can flash it to overclock and get performance close to that of the 2070S, just a few percent better. If it drops near $400, it'd be a solid deal. Just confirm your RAM is listed at its advertised speed in dual-channel mode first.
