Upgrading components doesn't lower overall performance.
The new part may not achieve its maximum capability, but it will still be superior to the original.

I have a Dell Precision T3500 with an Xeon L5640 CPU and a GTX 650 1GB GPU. The decision is whether to upgrade the graphics card to a GTX 1050 Ti 4GB or wait for a newer, more modern build. Should I invest now or save and upgrade later? Will the change improve performance or create a bottleneck?

What is your budget and which titles do you wish to play?
Your suggested improvement, limited to 4gb of VRAM, would cover only a small portion of the current AAA games, leaving you essentially where you began—but with less quality.

Upgrading the GPU won't create a bottleneck, so it shouldn't slow you down.
The real issue is how much improvement you'll see.
Try this: Run your games, but reduce the resolution and visual effects.
This slightly increases the GPU's workload.
If your FPS rises, it suggests your CPU can handle a better graphics setup.
If your FPS remains unchanged, you're probably more constrained by your CPU.
