Hi guys !
Do you have a doubt about whether the RTX 3070 can manage 4k TV for streaming movies or play 4k games? Also, what are some tips to save money when buying an RTX3070 or RTX 3080? Can I use another processor or hardware to reduce costs? I currently have an I7 4790K, GTX 980, and 16GB of RAM. I’m planning to build a new PC! Please give me some advice...

you don't require a high-end new card just to display 4K video quality.
even a previous GTX 1050 can achieve 7680x4320 at 60Hz.
just sign up for alerts from a store or hope the market stabilizes eventually.
finding an RTX card close to its MSRP is unlikely unless you're extremely fortunate.

An RTX 3070 can handle games in 2160p, but for higher frame rates it will need to run at very low settings. "Lagging" generally means a delay in how quickly a command from your input device—like a mouse, keyboard, or gamepad—is processed by the system. It's not about how many frames per second you're achieving.

Yeah, I was testing at 4K with a 2080Ti and 4790K, it ran smoothly but frame timing wasn't ideal.
