I'm setting up a budget build using a 2070 and a 1270 v6 (equivalent to an i7 7700) and wanted to check if this processor would cause a bottleneck. If you have any other ideas, please let me know (the AMD CPU isn't an option).

They are of same generation so they "deserve" each other, if there's any bottleneck, it would be whole system.

The entire system feels somewhat outdated and may struggle with the latest AAA titles.

There is no such thing as "bottlenecking"
If that means upgrading a cpu or graphics card can somehow reduce your performance or FPS.
A better term could be limiting factor.
This happens when adding more cpu or gpu becomes less effective.
Now, 7700 users are considering a platform upgrade because the power of a 7770 isn't enough for their needs, and no stronger processors are available.
What is your "budget"?
Do you already have any parts?
