This laptop meets all my expectations. It offers a maximum power of 3060, an IPS panel with 100% sRGB and 165Hz, a 1TB SSD (though I can't confirm whether it's Gen 3 or 4, but it should work), a stylish design, advanced Optimux, plenty of useful IO ports, and supports PCIe 4.0 at 11400H.

No, people DO have weird thoughts about 'bottleneck'.
As in..."If I put in a better GPU, there will be a bigger bottleneck and the system will run slower."
Yes, people do think this.
There is nothing to worry about with that combination.

I don't think there is anything "personal" about a straight forward definition.
Bottleneck means that a component in the system is slower enough that it affects the whole system. So if the cpu is causing the bottleneck, it's usage is gonna be higher than the gpu, which is not good.

However, I'm concerned that I might be among the "people" — there seems to be a limit on the GPU you can get when pairing it with a 11400. A 3090 won't be fully used if it isn't matched with something capable of managing its power requirements.

'not fully utilized' simply indicates the hotrod GPU is mostly idle, with extra capacity available. A more powerful GPU lets you boost the graphics settings significantly without affecting performance.
