This appears to be a suspicious message. No organization should ever request a reset unless you consent. Also, Valve should properly write "Vietnam."

It’s best to update your Steam password right away if you’re unsure about the link. Make sure to change it through Steam directly; they should handle it properly but sometimes don’t. Note from the screenshot I took: Vietnam is actually written as "Việt Nam" in Vietnamese.

Password change in Steam is secure and private. Clicking links on pirate sites won't expose your login details. Steam's security measures prevent such access.

It depends on the nature of the attack. Incognito mode won't load saved cookies, so if the goal is just stealing site-specific cookies, it should work. Still, a hidden vulnerability could let an attacker bypass this. The best approach is to visit trusted sites only. If you must use a different setup, consider a virtual machine or another device and switch browsers.
