I have a 6600K and a z170 Viii ranger with 16GB RAM using dual channel 3200MHz Gskills Ripjaws V. If I enable the xmp profile to limit it to 3200 MHz, is there any possibility of CPU overclocking? If so, how much could it go? I prefer a safe setup since I don’t require much CPU overclocking. My cooler is a Hyper 212X with Artic Silver 5 thermal adhesive.

Are you asking about using the base clock? Your CPU won't overclock if you boost your RAM.
