I'm curious about running an OC on my CPU. I usually play Guild Wars 2 and Dota 2. In Guild Wars 2, when I max everything out, my frame rate is around 25 to 32 FPS. My stats from HWmonitor show the CPU usage is between 86% and 98%, depending on the moment. My GPU is at about 95% usage on HWmonitor (it's an OC version of a GTX 760 with 2GB). It seems like if I overclock the CPU, it might help reduce the overall usage, but since my GPU is already near full capacity, would that really make a difference? It looks like both components are closely related here. This suggests they're working together closely, and after OC the CPU could become the limiting factor for gaming performance.

The CPU is quite powerful. Upgrading your VGA would improve your gaming experience.

Overclocking often provides some benefit, but it doesn't seem to be restricting your GPU much. Performing an overclock could slightly boost performance by a few frames, and GPU utilization might rise by a couple of percent. Nvidia usually shows around 95-99% usage when not being limited (they don't reach 100% in some cases like MSI afterburner). When usage falls below 95%, it's likely the GPU is being restricted. If usage increases, the restriction is removed. If it stays high, the GPU is operating at full capacity.

When using 1080p resolution, you may notice an overclocking boost reaching up to 4GHz across all four cores compared to the stock 3.4GHz on all four cores. It's unclear whether your games utilize a single core or multiple cores effectively; the 3.8GHz turbo boost applies only to one core. You should have a suitable cooler to try this out.

As mentioned before, you're not facing a GPU bottleneck. Your game performance remains stable around 90% utilization on the GPU.

I’m starting to think my next GPU purchase is going to be delayed because I’m getting married in the next year and money is tight. Right now, every frame I can squeeze out of this setup would be nice. Also, after I get a new GPU, I expect the upgraded CPU to perform better than the original one until I upgrade both the GPU and the motherboard by switching to a 1150 socket.

second question: Is a 4GHz OC suitable for an i5-3570k? And what temperature should I aim to keep if I decide to leave the OC on continuously? I’m currently running at under 30°C and around 53-55°C during Prime95, so increasing the OC might really raise the heat.
