My computer tends to use a lot of processing power, but I’m planning to add a new graphics card shortly. Will it be able to play Fallout 4 with the settings adjusted to medium?

Here’s what I have:
Intel Core i5-8600K running at 4.8 GHz with overclocking
Sapphire Radeon RX 560 with 4GB of memory
16 GB of RAM at a speed of 2400 MHz

Considering the resolution of 1080p and a refresh rate of 60 Hz... I believe it will be tight.
I tested the game at 1080p and 60 Hz using a 1060 graphics card on maximum settings, although a 1060 is slightly more powerful than a 560.

I tested it at 1080p, 60 Hz using a GeForce GTX 1060 at maximum settings, although a 1060 is somewhat quicker than a 560.

You could be quite alright! Get it on Steam, and if it doesn’t function exactly as expected, request a reimbursement. Steam link: https://store.steampowered.com/agecheck/app/377160/. Important: Refund guidelines for Steam purchases – https://store.steampowered.com/steam_refunds/. You are eligible to receive your funds back – **provided it’s within fourteen days of the original transaction and you haven't played for more than one hour.**

Lower settings could be borderline. However, it should operate adequately with mostly high settings and a few medium settings using an Nvidia GeForce GTX 760.
