CPU model is AMD FX 4300 (unlocked). Motherboard is ASRock 960GM/U3S3 FX. Power supply is ATX Switching Power Supply A-650BR. Current CPU speed is 3.8 Ghz, and I aim to boost it to about 4.6 Ghz. I want to know if I can increase the speed without upgrading hardware, and if so, what components need replacing.

No, it's not advised to overclock at all with those specifications.

Don't try to overclock this setup. The existing cooler and motherboard aren't sufficient. It's better to invest in a new system.

this motherboard isn't ideal for overclocking as it only supports a 3+1vrm configuration, which may limit your OC stability to around 4.2ghz without throttling. You should also consider upgrading your CPU cooler; the previous FX models are noisy and not very efficient under heavy use.
