My main worry is needing to invest more in a GPU, CPU, motherboard, etc. because of a power outage. Surges follow a power loss, so would that protect my hardware at least? From what I understand, power outages can cause corrupted files, which could be fixed with a factory reset. But the surges afterward are likely to damage the hardware. Buying a USP is costly, though. Would a surge protector help? Please clarify if I'm mistaken.

No. The abrupt loss of power could lead to issues since your storage might still be processing a vital write. This is what leads to data corruption. Just a UPS that automatically shuts down is enough to safeguard.

But is your GPU, CPU, or other hardware safe? Yes, a data corruption can occur. If you perform a factory reset and wipe everything, you should be fine.
