It generally varies by game. ACOd is mostly dependent on the GPU, with some CPU involvement. A stronger CPU might boost performance by a few frames per second.

Only in CSGO you'll notice a significant boost if you upgrade the CPU. The GPU wouldn't make much of a difference in that game. However, it would affect most other games, especially newer ones.

Odyssey is clearly a CPU-intensive game engine. Of course, CS:GO is also quite demanding on the processor, but this refers to a game engine from around 2006 that maintains over 200 FPS.

I'm not claiming it's not, but the GPU plays a bigger role than just the GPU itself. A good example is Planet Coaster. I'm not sure about other titles, since I don't play many varied games.
