Yes, you can connect a router and a modem, and then place the router in another room with no modem linked to it.

Are you thinking the second router will establish its link through the first, using either a wired connection or Wi-Fi? Also, keep in mind this setup wouldn't function as a mesh network with a single WiFi name.

Using an access point provides a unique WiFi name for each router. In a mesh setup, devices can switch between routers using the same name. Connecting a second router to the mesh network reduces your internet speed by half. Running the second router wirelessly also diminishes performance.
