I face a comparable issue with my router occasionally, where it freezes while trying to allocate an IP address—never actually assigning one. This problem occurs on the 2.4GHz frequency, though 5GHz generally works better. For your setup, I recommend performing a hard restart of the router before proceeding.
This seems reasonable, though why would it need to change every device's IP address?
What is the router's make and model? Are there additional network devices? If yes, list them. How close are your client devices to the wireless router? Are there any obstacles like walls or floors? What wireless settings are configured on the router? Perform a Wi-Fi survey with WiFi Analyzer (free from the MS Store) and share the channel output for both 2.4GHz and 5GHz.
