It's increasing to 3.7 GHz, not 3.7 MHz. If it had stayed at 3.7 MHz, your system would have been extremely sluggish—especially since processors under 1 GHz haven't been common since 2003. I'm not sure if it's always running at that frequency or just briefly boosting. With the Ryzen 5 3600, when you use stock settings (which are designed to avoid overheating), it usually jumps up to 4 GHz when Chrome opens, then drops back down afterward.

If you notice 3.95GHz or higher, it’s likely a Ryzen Master setting.
You can adjust only half of the cores in your BIOS by turning on overclocking via CCX in the UEFI CPU OC settings. This works on at least my MSI B550 board, though I’m not sure what you’re running with a 2600. Alternatively, if you already have Ryzen Master installed, removing it might resolve the issue. The processor tends to protect itself well, but if you’re worried about temperatures, you could increase fan curves or try undervolting.
