The temperature is currently at 60°C average. Will this stay comfortable during the night while mining? Could the cooler settings be off or the CPU generating more heat than expected? I’m using Windows 10. Please confirm if you installed it correctly or if there’s anything affecting cooling.

60c when running at idle or with load? If it's idle, it's definitely warm. If it's under load, that's ideal.

It seems like you're unsure, but it might be around 50-60°C.

It isn't possible to be both. Idle means sitting at the desk, while load refers to running a stress test. Ideal idle temperatures are in the 20s and 30s, and optimal load temps stay below 85.
