I saw the same issue on my 2700X too. It was running at almost 4 GHz, which was considered an overclock for that chip. At first, it surprised me, but as I experimented more, I understood those readings weren’t right.

Your screenshot does not show a computer that is idle. For reference, here is what Task Manager looks like when my laptop is idle. If a CPU has something to do, it is a bad idea for it to be running at a slow speed. CPUs are inefficient when forced to run at 800 MHz. If you like seeing a slow CPU, go into your Power Options and try switching to the Windows Balanced power profile. Better yet, find out what is running in the background on your computer.
