Why is Nvidia's Default Max Framerate Cap at 58 FPS?

I've always used monitors with a 60Hz refresh rate.
To prevent the GPU (like the RTX 5070 OC) from being wasted by trying to exceed 60 FPS, I like to limit the maximum frame rate to 60 FPS via the Nvidia Control Panel.
But something interesting happens: when the feature is turned on, the default setting is set to 58 FPS, not 60 FPS.
Why is that?

Could you share the brand and model of your present monitor? If you upgraded to the RTX 5080, what GPU were you using before the change?
I have two monitors, I'm keeping the resolution off for simplicity but the main one's advertised at 144Hz while the secondary is 75Hz. In the OS settings they display 143.97Hz and 74.91Hz, which differs from Nvidia's Control Panel showing 144Hz and 5Hz. When using the same platform, did you run DDU in Safe Mode to uninstall all GPU drivers (Intel, AMD, Nvidia), then restart and manually install the newest GPU drivers from Nvidia's support site via an elevated command, like right-clicking the installer and selecting Run as Administrator? If you don't cap the frames, what output do you see from the GPU?
I didn't use DDU.
I've reinstalled Windows 11 fresh.
I'm consistently using the latest Nvidia Studio driver (even though I'm not a gamer, I'm currently playing Black Mesa).
I've tested my GPU with numerous free benchmarking tools just for fun—Geekbench, 3D Mark, V-Ray, Unigine Superposition, FurMark, OctaneBench, LuxMark, SPECworkstation, PassMark PerformanceTest, Cinebench 2026, Blender, Novabench, etc.
My overall scores are up by about 28% compared to the RTX 3080.
After completing the benchmarks, I've limited the frame rate to 60 FPS.
