In Windows 10 you can move the upper part and lower it as well, similar to version 7.

Indeed but you will need to 'unlock' it if u have it locked, right click and see if 'lock taskbar' is checked.

I accessed the taskbar, moved it to the edges and top, then returned it, but it remained unchanged.

I fixed it! You could reduce it while unlocking. It’s similar to shrinking the window with the arrows, right? Thanks! But it needed to be unlocked first.

Yes, I grabbed the top part and pulled it down to adjust the size, similar to resizing a window.
