Yes, in its intended use my CPU doesn't consistently hit 3.8ghz as expected?

The information is clear.
There is no such thing as a 3.8ghz with multiple cores.

When overheating occurs, the device won't reach its maximum height. The power settings also influence the highest speed achievable.

actually it includes both a core turbo and an all-core turbo... the single core turbo runs at 3.8GHz while the all-core turbo is at 3.6GHz... please, everyone, review the detailed specifications. just to clarify, it's not overheating that's causing this...
it's a locked CPU.

My temperature is about 55 degrees, up to 60 during gaming. I don't think that's the problem :C

Hello, I adjusted the bios settings but don’t think it locked the CPU. I used to see 3.8 GHz before and also in 2019 as far back as I remember. I also unparked my CPU using a program called QuickCPU.
What did you mean by “locked CPU”? What steps can I take to resolve this issue?
Thanks.

I don't prefer parking software, honestly. Windows 10 with the right drivers can handle CPU speed adjustments well, based on the workload. Parking software is just another case showing you're limiting your CPU performance.

I also observed that windows functions properly, yet a parking software might trigger this issue. It seems unrelated to unlocking the CPU or boosting performance.
