32gb RAM at 3600mhz
I've been attempting to resolve this problem with Minecraft for three days, but it only uses 20%–35% of the GPU while shaders are active. Using the Nvidia control panel with my dedicated GPU didn't trigger power limiting—it's happening specifically in Minecraft. I've tried Rainbow Six Siege, Fortnite, and Warzone; they all reach full usage. I've removed Minecraft and Java, then performed a factory reset, but the issue persists at 20%–35% GPU consumption.

Which shaders are used? Are they third-party? Which Minecraft version are you playing? Is it the Java version or Microsoft's Windows edition? Have you looked at your CPU usage and clock speeds? What are your GPU temperatures?

Ahhhh I see. Seuss is heavily CPU dependent. It's ray tracers are it's home brew and it does not use NVIDIA's tracers. Thus you are waiting on your CPU. To get RT with minecraft, there is a special version for it.
(But I will admit I love Seuss and the various resource packs)

I've experimented with various Java versions and OptiFine settings, yet the GPU remains at 20% to 35% and the CPU at 20% to 30%. It feels like Java or Minecraft is restricting my PC's performance, and I've been stuck for four days now.

It's Java and using OpenGL. This approach isn't ideal for handling threads like this. Begin running the Task Manager and divide the CPU usage into separate logical parts. You'll notice some components are heavily loaded while others remain idle.
