He noticed @Spotty's comment and agrees your GPU isn't just sitting idle. With a 130W card, maxing out at 220W, it should be running in the 30W range during idle or desktop mode. Which programs are you using? You can review it with GPU-Z, just like @Spotty recommends.
I explored different phrasing options to convey your question.
I recalled working with some tweaking tools the night before and overlooked enabling "Disable P-States" which kept the GPU at full boost speed all the time, plus "Disable Power Gating" that made power usage higher.
