That is because GPU is being bottle-necked by the CPU. What you can do is to increase the max settings on your Game. Like to High or Very high or even Ultra. Then you will see GPU scale comparatively better. But if the game is CPU dependent then yeah there is nothing much you can do at that point as the CPU is what holding you back. i5-6400 is unable to keep-up with newer titles.
But yes also do check on the CPU temps and usage. See if it is getting too hot and throttling. If that is the case then the CPU cooler may have come loose and may need to re-install it with replacement of thermal paste. But I think you are hitting the limit with 6400 anyways.

For a slight edge, consider a 2x8GB RAM kit. Update the BIOS and other motherboard drivers.
