Earlier I maintained a range of 180-300, now it fluctuates between 60-80, occasionally falling to the 40s without cause. All systems are at full capacity consistently. Someone know what might be causing this?

Seems reasonable to doubt a 8320 reaches 180-300 fps in CS:GO. My 4670K would struggle with that too. Make sure no unstable overclocks, viruses, or malware are present.

I only have Chrome and Steam. (Chrome is commonly used on YouTube)

My configuration in my sig reaches the Source engine frame limit (around 300 or 400), even after upscaling to 4K. Probably just a mix-up with the numbers. Could be incorrect.

Are you referring to frame rate? People often call frame rate drops lag because lag is related to ping. A low frame rate means fewer frames per second, which can cause noticeable delays.
