What is the model and make of your motherboard? What BIOS version is installed? I'm checking if there are any problems with frame rates. Is the low CPU usage specific to this game?

No problems with frame rates or low CPU use in other titles.
During gameplay I tracked CPU usage and it stayed between 30-40% while exploring the open world. This seems reasonable for a 2017 game.
I think the benchmark doesn’t demand much CPU power. There are no NPCs and it’s mainly the camera scanning the area with a few explosions at the end.
Someone suggested I was limiting my 4070 ti super with a 7800x3d and shared a bottleneck calculator, but I found those tools aren’t trustworthy.
Some MSI Tomahawk boards had a PCB issue, specifically cracking around the socket.

Thank you for clarifying (and the others who assisted). I wasn't aware the benchmark was just testing one thread, but it does make sense.
Even with my previous 8700K CPU, I maintained a maximum of 30% CPU usage in GRW, reaching as low as 20%. This processor typically has only six threads. GRW remains one of my favorites from the last decade. I invested three months creating a 114-video walkthrough on Extreme without any HUD or enhancements. I had successfully beaten it in Tier One, but the experience felt too lighthearted because I relied on magic abilities to match the AI's exceptional performance. I consistently started and ended each mission at a safehouse, keeping my average under 10 minutes per mission. It was also enjoyable discovering methods to reach a heli for missions requiring significant travel.
Unfortunately, Ubi withdrew when concerns about misrepresenting Bolivia surfaced, leaving the service in a much diminished state.
I tried The Division on a Ubi free trial, but ended up purchasing it and the survival DLC for $12. I didn't enjoy it at all. I felt uneasy about a tactical shooter with magic gear that requires a long build time for a set, which is why many people just follow others who give it to them. It doesn't feel right, and there are better games worth my time and money.
