I might have fixed the problem. It seems I changed where my download went to a faster storage device.

High detail textures and shaders are enabled at 2x MSAA. The rest is set to low resolution.

the drops in fps reach high numbers during intense moments, but there are areas where performance stays stable despite heavy smoke or active gameplay. it seems normal for some sections to handle the load well even at maximum settings.
