I own an i3-9100f that I've seen in reviews, which can draw up to 100 watts even though it has a 65-watt continuous rating. During stress tests, despite temperatures reaching 77°C, it doesn't increase its output significantly. On average it uses about 50 watts, with a peak of 60 watts. Since your PSU and cooling system are capable, what adjustments can you make to boost its power draw?
It appears turbo boost is turned off, allowing full 4GHz performance across all cores.
Verify the BIOS settings to confirm Intel Turbo Boost is activated. Alternatively, employ HWiNFO to check the turbo status.
