I just upgraded my processor to an 8086k, which should have reduced the CPU usage from 100% to around 50%, but the problems persist. I'm still struggling to achieve 144 fps.

Yes, you can easily notice 145 frames per second directly.

Have you reinstalled the drivers via DDU and then updated them?

Have you considered turning off SLI and using a single card instead? It might help. Doom reportedly faced several SLI problems, though it's unclear if they were resolved.
