Minecraft can be quite demanding on your GPU, even with optimizations like OptiFine. Your frame rate should be noticeably higher. Adjusting the video encoding in your settings might also improve performance.

I've adjusted several of my settings to "fast," but the changes aren't having a significant impact.

Hi - I encountered the same issue on my 2080ti. I attempted to uninstall the default Java and then installed the 64-bit version. You should specifically search for the 64-bit version: try "java 64 bit offline" on Google.
