Why Games Lag When Meeting Required System Requriements?
My PC is struggling to run Assassin’s Creed III smoothly. It’s running on a Core i5-2400 and 8GB of RAM with a GeForce GTX 660. I've tried lowering settings, updating drivers, and changing power plans, but the frame rate remains consistently low – around 20-25 FPS. The recommended specs are much higher. Is there anything else I can do to improve performance?
lets look at those reccomended requirements for s second since Lag is a either a connections issue (like using wifi while gaming) or (and more likely) your video chip, in this line of though lets compare the reccomeneded GeForce GTX 460 or Radeon HD 6850 agasint your HD 620 shall we ?
looking at the graphic below it becomes very clear that your video card is not even Close to being the same power or have abilities they can sorry mate.

My Friend has Quad Core or Dual Core CPU (i'm not sure but it is a lower than i3). He has a AMD Internal VGA and i remember he has only 4GB RAM.. However he Plays "Shadow of the Tomb Raider" and other newest games in his PC with little lags... But it is playable.. Why?

but likely since he has a better experience than you do, is that what every he "has" is t simply better performant than what your "has" are.
