On Windows 8 I see roughly 40-60 frames per second, but on Windows 10 it drops to about 20-40 fps with noticeable stuttering every couple of seconds lasting 1-4 seconds. I disabled all monitoring tools and made some adjustments, but performance plummeted to around 26 fps on average when smoothing out, though it's less jittery. This happened after a clean install of Windows 10. The same issue appears in GTA V, Payday 2 and other games I've tried.

Consider reinstalling your GPU drivers. I need to check—do you actually have a GPU? The performance looks quite slow.

Using the old drivers with win 8.1 gave me around 80fps, but now I’m playing on a 1080P monitor with a stretched resolution on CS:GO. I have a laptop and a dedicated GPU that performs well enough for GTA V at medium settings (26-35fps). When it doesn’t switch, I experience significant stuttering and an average of 12 fps. After updating to Windows 10 and the drivers, my GPU fans spun excessively and the laptop overheated, shutting down about eight seconds after logging in. Because of these problems, I’ve relied on Win 8.1 for CS:GO. Right now I’m reinstalling Windows 10 to investigate why it stutters so much and why it sometimes skips to the dedicated GPU, so I can fix it quickly once it’s done.

Use MSI Afterburner to monitor performance and verify your graphics card is actively being utilized, ensuring it’s not relying solely on the CPU’s integrated GPU.
