Absolutely, you can definitely create it without systemd. Many components in systemd are really optional. However, not every non-systemd distribution supports it—like Alpine, Void, and Gentoo have it in testing or release.

It really adds complexity, especially for those new to compiling from source. You're right—technically it works on any system, but most folks wouldn't want to do it manually. Whether you fork or build a standalone app from systemd isn't as important anymore, since there are times when forking was the only choice. Interestingly, Alpine is exploring this feature, which makes me think it might be a bit... skeptical about its place there.
