You might want to attempt downloading them once more? It worked for me with Dota 2.

Make sure you download the desired games to keep track of your progress. Saved games or achievements will automatically update in the cloud, allowing you to play any game with the same level of progress on different computers using your account.

They were saved on another device before, but now they’re missing from my current setup. Despite that, they appear in the catalog at the store and claim to be part of my collection. They display when I download them, yet I’d like them to show up automatically even without a download, similar to how my paid games function.

Sure, I understand. It might not solve the problem if the files aren't downloaded, but you could still get them?
