Graphics configurations in cyberpunk are set to a very low level, with maximum frames per second ranging between 60 and 65.
What platform are you playing on? Are you using an SSD? Is the game completely up to date? Have your NVIDIA drivers been refreshed? What anti-aliasing levels are configured in the game? Do you enable DLSS and ray tracing?

The game really tests your system, even with a RTX3070. It usually runs around 60fps at 1440p. Your lower frame rates probably come from the CPU. Although not a top-tier CPU, it still handles decent gaming, but a more powerful one would boost FPS noticeably. Slightly better at 1440p than 1080p, though the gap is mainly in smoother lows and higher averages.
Edit: If you lower the resolution to 1080p with the same settings, does your FPS improve?
