I'm checking out RAM options for my new setup and I'm confused about the differences between the 3600 C16 and 4000 C18 CPs. Do I need to know which one is best?

Both options are fairly similar. Your choice should mainly depend on your budget and what you prefer. Intel's CPU performance isn't heavily influenced by RAM speed compared to AMD, so you likely won't see a noticeable difference.
